About the Central Property Records

The Central Property Records (hereinafter referred to as “the CPR”) is an information system created on the basis of Act No. 278/1993 Coll. of the National Council of the Slovak Republic on the Administration of the State Property as amended by Act No. 324/2014 Coll. (hereinafter referred to as “the Act on State Property Administration”), namely as public records of the immovable property used for the fulfilment of single functions of the state.

The objective of the CPR is to provide an overview of immovable property possessed by the Slovak Republic and used for welfare and non-business purposes. Moreover, the CPR also contains property of other owners used for the fulfilment of the state functions or for other welfare purposes performed by state budgetary and allowance organisations or by state funds. The CPR is administered by the Ministry of Finance of the Slovak Republic. State property administrators are responsible for the correctness and up-to-datedness of data in the CPR.

The CPR contains residential buildings, non-residential buildings, flats, non-residential premises and lands owned by the Slovak Republic which are administered by state property administrators according to the Act on State Property Administration, as well as residential buildings, non-residential buildings, flats, non-residential premises and lands owned by other owners which are used by state budgetary and allowance organisations and by state funds. Immovable property administered or used by state enterprises or property owned or used by joint-stock companies with state participation is not recorded in the CPR.

In compliance with the Act on State Property Administration, the CPR database contains the following data:

  • Identification of the state property administrator;
  • Identification of the immovable property owned by the state;
  • Information about usable area which shall mean
    1. the surface area of land recorded in the Land Register;
    2. the sum of surface areas of all rooms that can be used in compliance with the purpose of the structure;
    3. floor area of a flat and floor area of non-residential premises according to a special regulation.
  • The share of use of immovable property of the state by the state property administrator and the share of use of immovable property of the state by other persons, except for short-term lease of immovable property of the state, short-term borrowing or short-term sublease.
  • Identification of immovable property which is owned by another person and used by the state property administrator, information about usable area used by the state property administrator, and identification of the owner.
  • Information about energy intensity if energy audit is conducted for the structure.

The following is not recorded in the CPR:

  1. line structures and lands on which the line structures are built;
  2. immovable property of the state which is used for the meeting of tasks in the area of protection of the constitutional system, internal order, state security or state defence and in the area of protection of classified information according to a special regulation;
  3. immovable property of the state and immovable property owned by other person which is utilised by the state property administrator abroad and used solely for the accommodation of employees of representative offices of the Slovak Republic.

The recorded data are of information nature. State property administrators shall enter changes in data within 30 days following the origin of the change.

The CPR also enables the searching of residential buildings, non-residential buildings, flats, non-residential premises and lands according to various criteria. In the case of extended search, at least one item of data needs to be completed or ticked for correct searching. The search result is displayed in tabular form or by localisation of the property on a map. By selecting the particular property, a detailed menu of the property containing the relevant information can be assessed.
